They all have their own instinct, their own way of understanding things in the world. The ones in the city outside the tower--they know people, and they're used to them. And then you have the ones that aren't. You're only supposed to go outside of towns if you have a pokémon with you.
...We just do what we can to live together with pokémon. We treat them as our friends because that's how we want to be with them.
